He has his own fleet.
He represents a larger power or organisation, but that force has not yet been defined.
Kael speaks very little.
His presence carries more weight than his words.
Visual Direction
Kael has a cold, controlled and intimidating appearance.
Current visual reference:
- non-human or heavily modified face;
- metallic or armoured facial structure;
- blue eyes;
- formal dark clothing;
- high collar;
- restrained, authoritative silhouette;
- no excessive decoration;
- calm posture;
- minimal visible emotion.
The character should feel powerful without looking physically aggressive.

- who operates them;
- whether the fleet belongs to Kael personally or to the power behind him;
- why it is difficult or dangerous to oppose.

We need to define:
- what Kael wants;
- why he becomes involved;
- what he is trying to prevent or achieve;
- what he gains from influencing the conflict;
- what would force him to act directly.
Limits
We need to define:
- what Kael cannot control;
- who can challenge him;
- what he fears;
- what information he does not possess;
- what personal or political risk he carries.

- why he appears near the captain;
